PTF Europe is implementing a project with CVU Odesa in 4 regions of Ukraine to build up the transparency and accountability standards of municipalities for reconstruction, and to pilot civil society monitoring of select reconstruction projects at the municipal level. The project, funded through the German Federal Ministry of Economic Cooperation and Development’s BENGO, will last from March 2024 to February 2025. It will work in 5 municipalities in the Odesa, Mykolaiv, Kherson, and Chernyhiv regions of Ukraine.

Project Outcomes:

  • Corruption risks in reconstruction are identified; key findings and recommendations of the monitoring are shared with municipalities.
  • Municipal performance in reconstruction assessed according to transparency and accountability standards; brief action plans are elaborated by municipalities to improve their standards.

The project aims to be a replicable model on improving transparency and accountability standards in municipalities for reconstruction, as well as in enabling civil society to monitor reconstruction projects in the country.

The Committee of Voters of Ukraine (CVU) Odesa is implementing the project. The organization has since the late 1990s engaged in election training and monitoring, gradually expanding into broader democratization support. Over the past 15 years, it has joined and created national NGO networks on its own account, independent of the national CVU organization. CVU Odesa coordinates the national monitoring projects “For the Transparency of Local Budgets” (USAID-funded) and “Performance Review of Local Council Deputies” (NED-funded).
